Build the EVOC program that works for your department.
We provide the infrastructure.
Instructors, field preceptors, provider training, refresher courses and the culture of safety behind all of it — deployed inside your own organization, under your own name. Your department decides how much of it to use.
Use one component. Use all of them.
Most training offers ask your department to adopt someone else’s model. This one doesn’t. Every resource is available to your organization, and your department decides what to use and how it fits the emergency vehicle training program you already run.
“We already have our own annual refresher.”
Keep it. Use ours for remediation after an event, or as an additional training tool whenever you want one.
“We want to keep teaching the Provider course ourselves.”
Do that. Your instructors, your course, your standards. Use the online academics if they save you classroom time, or don’t.
“We don’t need the culture of safety course.”
Don’t use it. It sits in your portal at no additional cost, ready the day you decide you want it.
“We just want certified instructors.”
Then use the three seats. Nothing else is required, and the rest stays available for the life of the term.
Nothing here requires your department to dismantle something that works. You own the program. We supply the infrastructure.
What your department receives
Six components, and an agency portal that carries your organization’s name.
EVOC Instructor Course
Delivered online. Your instructors are certified to teach the full EVOC Provider Course to your personnel — including the behind-the-wheel practical — in your own vehicles, on your own schedule. 24 CEUs. Certification valid three years.
3 seats includedEmergency Vehicle Operations Field Preceptor
The layer between the classroom and the street. Preceptors ride with a new hire or probationary employee and watch them drive; this course prepares them to coach that driver. It is not an instructor course — it develops the coach. Includes field evaluation instruments your agency can adapt.
6 seats includedEVOC Provider
The U.S. DOT National Standard Curriculum, Emergency Vehicle Operator Course. Academics online in your portal; the behind-the-wheel practical delivered in person by your own certified instructors. No tuition per student, ever.
Unlimited seatsEVOC Refresher — 8-hour and 4-hour
Two courses, both fully online. Your organization chooses which one fits and runs it as often as it deems necessary: scheduled refresher training across the roster, remediation after an event, or an additional training tool whenever you need one.
Unlimited seatsCulture of Safety for Emergency Vehicle Operations
Fully online, 5 CEUs, seven modules built for the cab: why operators crash, emergency-mode judgment, intersections, the cab as a cockpit, fitness to drive, just culture behind the wheel, and building the agency driving program.
Unlimited seatsYour own agency portal
“[Your Agency] Schoolhouse, powered by Trilogy.” Your administrator adds personnel, assigns seats, follows progress, and prints student and roster completion reports on demand — every completion logged and dated, so your organization can show what it trained and when.
IncludedHow departments actually use it
No two organizations deploy this the same way, and none of them are wrong.
The terms
One payment covers the full term. No annual fee, and no per-student tuition for your own employees, members or enrolled students.
Build your instructor cadre beyond the initial three, replace anyone who leaves, or renew a certification at the three-year mark, at $375 per instructor. That is 50% off the standing rate, held for the full term.
Because your organization holds a Schoolhouse portal, it receives 20% off bulk seat purchases in Trilogy’s other courses for the life of the term. Available whether or not you use it.
At the end of the term the program renews at current pricing, on all of the same terms. The decision is yours, and so is Trilogy’s.
Valid three years. They belong to the instructor, but they authorize teaching only for the organization that sponsored them — a certification does not transfer to a new employer.
The EVOC Instructor Course carries 24 CEUs and Culture of Safety for Emergency Vehicle Operations carries 5. NREMT accepts them for recertification; state acceptance varies.
Fire departments, EMS agencies (public or private), colleges and EMS education programs, and government and hospital-based EMS — within the United States, training their own personnel or enrolled students.
The program is not available to third-party or commercial training providers.

Frequently asked
Do we have to use every course in the program?
No. Every resource is available to your organization, and your department determines what to use and how to incorporate it. Some departments use only the instructor seats. Some use only the refresher. Some run the entire structure. Same program, same price.
We already have an EVOC program that works. Why would we buy this?
You wouldn’t replace it. You’d add to it — online academics that free up classroom time, a refresher you can assign on any schedule, a preceptor course for the people already riding with your new drivers, and a portal that prints the completion record. Keep everything that works today.
What if we only want the instructor seats?
Then use the three seats. Nothing else is required, and the rest of the program stays available for the life of the term if you ever want it.
We already have Trilogy-trained EVOC instructors. Do we still need the program?
Yes — the program is purchased in full and your department still receives three new instructor seats. We then add your existing Trilogy-certified instructors to your agency Schoolhouse as authorized instructors at no charge.
Can the online courses satisfy a behind-the-wheel requirement?
No. The EVOC Provider academics are delivered online, and the behind-the-wheel practical is delivered in person by a certified instructor — your own, in your own vehicles. The refresher and Culture of Safety courses are fully online and require no instructor.
What happens to our instructors’ certifications?
Each certification runs three years and belongs to the instructor, but it authorizes teaching only for the organization that sponsored it. A certification does not transfer with an instructor to a new employer.
What does the field preceptor course actually cover?
It develops the person who rides with a new hire or probationary employee and watches them drive. NFPA standards require that supervision function but never define who performs it, so the job usually falls to a senior member with no framework for what to watch for. The course builds that framework and provides field evaluation instruments your agency can adapt to its own forms. It is not an instructor course.
How do we pay by purchase order?
Email training@trilogyems.com with your agency name and contact information. A quote and complete vendor information follow the same day.
Three years. One payment.
Instructors, field preceptors, unlimited provider and refresher training, culture of safety, and your own agency portal. Use one component or use them all.
Establish your programFifteen years teaching this curriculum
Trilogy Emergency Medical Solutions is a veteran-owned emergency services training company founded in 2010. Trilogy has taught the Emergency Vehicle Operator Course, built on the U.S. DOT National Standard Curriculum, for fifteen years — one of the largest EVOC providers in the state of Florida at the provider level, and a provider of instructor-level courses across the United States and internationally.
The Agency EVOC Program curriculum is reviewed and updated annually, so your organization always teaches the current version. Trilogy is not a training center for any outside organization and delivers no one else’s curriculum; every course in the Schoolhouse is Trilogy’s own.
